The 47-year-old Susann Metzger from Heiden was elected with 8475 votes. The independent Barbara Giger-Hauser received 6,389 votes. The voter turnout was 41.7 percent.

Susann Metzger is a member of the cantonal council for the non-party Appenzell Ausserrhoden (PU AR). Her candidacy was also supported by the SP and the GLP Appenzellerland. She will succeed PU government councillor Alfred Stricker, who is leaving office at the end of May.

The non-party members are an association and form the second-largest parliamentary group in the cantonal parliament. The PU AR has members with different political orientations. Hansueli Reutegger of the SVP government council is the new mayor. He was the only candidate for the office of head of government.
