According to the Israeli army, command centers and weapons depots of the Lebanese Shiite militia were targets of the air strikes in the suburbs of Beirut known as Dahija. The Israeli forces had taken numerous measures in advance to reduce the risk of civilian casualties.

The Israeli army had previously issued evacuation warnings for residents of several buildings in the area.
