At the World Climate Conference in Baku, the presidency proposed in a new draft text that industrialized countries should increase their climate aid for poorer countries to 250 billion US dollars annually by 2035.

That would be around 2.5 times more than the current level of support. The overall target is set at 1.3 trillion - with development banks and private sources of funding also playing an important role, as well as other donor countries.

During the two-week conference, the EU and other traditional industrialized countries had not publicly offered any sums at all until the last day. At the same time, they emphasized that it was completely unrealistic that funds in the trillions would now come from their budgets. They are appealing to countries such as China and the Gulf states with high emissions to also pay in.
