The government council of the canton of Appenzell Ausserrhoden has decided to implement the first stage of the care initiative by providing training grants for students in the care sector. Nursing institutions are to receive contributions towards the costs of training nursing staff.

In order to meet the deadlines and achieve the goals of the so-called training offensive in the care sector, the cantonal government is implementing the federal law in an ordinance, it wrote in a press release on Friday.

Hospitals and clinics, retirement and nursing homes as well as Spitex organizations that have a cantonal operating license are obliged to ensure the practical training of nursing staff. They would receive a contribution of CHF 300 per week of practical training to cover their uncovered costs. "The canton can also make contributions for special measures taken by care institutions or higher technical colleges," the press release continued.

People aged 22 and over who are resident in Appenzell Ausserrhoden and are studying nursing at a higher technical college HF or university of applied sciences FH could receive CHF 1,000 per month in support and an additional CHF 500 if they are responsible for the maintenance of at least one child. "Under certain conditions", cross-border commuters would also benefit from such training grants, according to the press release.

The canton estimates the costs for 2025 at CHF 550,000. The financial outlay will be shared equally between the federal government and the canton. The period of validity is limited to eight years.

Swiss voters approved the popular initiative "For strong care" (care initiative) in 2023. The Federal Council is implementing the care initiative in two stages. The first stage includes a training offensive and the direct billing of certain care services. The second stage will involve improving working conditions and promoting professional development.
